Afghanistan is not listed in the visa-waiver, permit-on-entry or 15-day groups of Iran's official e-visa portal. Afghan applicants apply through the embassy or a consulate.
Iran's official e-visa portal lists these categories (Directory of Visa Categories): A Entry: invitation from a ministry, organisation or company for negotiation, contract signing or equipment setup, and relatives residing in Iran; possible interview. B Tourist: tourism; possible interview. C Pilgrimage: Muslim visitors to holy places; possible interview. D Diplomatic and S Service: diplomatic or official passport holders only. E Education: school students, students or researchers; eligibility certificate from the ministry or an accredited institution. F Temporary Work: skilled workers or specialists; labour certificate approved by the labour ministry and a sponsor employer in Iran. G Transit: passing through Iran without a stay; declared destination. H Media: reporters, producers or cameramen; permit from the Media and Public Diplomacy Center. I Investment: approval from the Organization for Investment, Economic and Technical Assistance of Iran. M Marital: foreign men married to Iranian women, and their children; father's permission for children's travel. T Medical: patients with an approval letter from an authorised medical centre. The portal states no fees for these categories and does not say which categories Afghan passport holders may use.
UNOFFICIAL (agency): Passport valid at least 6 months, completed visa application form, 2 passport photos (sometimes not needed), visa fee and an authorization reference code. The online form asks for a face photo, the passport front page and an optional residence permit copy. Confirm with the Iranian embassy in Kabul.
UNOFFICIAL (agency): Visa grant notice fee — EUR 36 normal or EUR 54 urgent. Visa stamp fee, paid at the consulate on collection — EUR 80. Consulates may charge 50% extra for urgent issue. Confirm with the Iranian embassy in Kabul.
General (all nationalities, not Afghan-specific): the portal says applicants who do not need an interview should wait within 10 business days. No time is given for cases requiring an interview.
The portal warns that some nationalities may not be issued a visa for political and diplomatic reasons. A visa that is not used during its validity will not allow entry. Application errors may require reapplication and a new interview date.
